Before you ask

Two minutes of prep gets you a fix much faster:

Set debug: true in the config and /duelregen reload.
Reproduce the problem once.
Copy the console output from startup onward, it includes the plugin's own checks (arena name mismatches, unloaded worlds, missing Duels).
Mention your server software and version, and whether WorldEdit / FAWE is installed.
